This board loads the 124 Pokémon that define the current meta — the top 50 from each GO Battle League plus the best raid attackers — rather than all 900-plus Pokémon in the game.
That is deliberate. Nobody ranks nine hundred tiles, and a GO tier list has never meant the whole dex: it means what to power up. Every Pokémon here earns its place on a published ranking rather than someone's opinion.
Megas and Primals are separate entries, since they are different creatures in a raid with their own damage and their own team-wide boost. Shadow forms are folded into their base Pokémon — splitting them would double the board for a stat difference most lists do not rank apart.

A GO tier list is really several lists sharing a name, and saying which one you made settles most arguments before they start.
Raids and PvP disagree completely. Raid value is damage per second against a single huge target. PvP value is bulk, typing and energy generation inside a CP cap. A Pokémon can top one list and not appear on the other at all.
The CP cap changes everything. Great, Ultra and Master League reward almost different rosters — that is why this board carries all three. A Pokémon that dominates at 1500 CP may be unusable at 2500.
Availability is part of strength. A Pokémon you cannot realistically get, or cannot get the right moveset on, is worth less than its stats suggest. Legacy moves and limited-time raids matter more here than in any other game with a tier list.
124 tiles is manageable, but sorting first still makes the board far quicker to finish.
By format is the cleanest cut — raid attackers in one pass, then each league in turn. Plenty of people end up making three boards, and they are more useful than one that compromises.
By type matters more in GO than in most games, because raids are type-gated: the best Ice attacker is the one you actually need, regardless of where it sits overall.
Megas on their own. You get one Mega active at a time, so ranking them against regular Pokémon compares things you never actually choose between.
