Kanto rather than all nine generations, deliberately. A board of every Pokémon ever made runs past a thousand tiles, which is more scrolling than ranking — and the original 151 is the set most people mean when they sit down to rank Pokémon at all.

Almost every disagreement about a Pokémon tier list comes from two people ranking different things and both calling it the same list.
Competitive strength or personal favourite? A board built on stats, typing and movepool will put things near the bottom that plenty of people love, and that is fine — but say which board it is when you share it, or the replies will tell you.
Evolutions complicate it. Ranking Charmander against Charizard compares a stage against its own future. Some people rank only final forms, some rank whole lines together, some rank each stage on its own merits. All three work; mixing them by accident does not.
Design counts for more than people admit. A lot of Kanto rankings are really about which Pokémon you would want with you, and that is a perfectly good list — it is just a different one from a competitive tier list.
151 at once is a lot. Most people find the board comes together faster if they sort roughly first, then argue about the edges.
By type is the obvious cut, and it exposes how uneven Kanto was — Water has more entries than several types combined. By evolution stage keeps the comparison fair, so single-stage Pokémon are not judged against three-stage finals.
By role — sweepers, walls, support — is the closest to how competitive players actually think, and it makes the top row much easier to defend. Legendaries are worth a decision of their own: many boards give them their own tier rather than let them take S outright.

It depends on the board. Competitively it is stats, typing and movepool together — a strong stat spread with a bad defensive typing still struggles. On a favourites board it is design and nostalgia, which is a completely legitimate way to rank and worth saying up front.
