The tray loads 167 SSR Nikkes, which is the rarity almost every NIKKE tier list argues about. SR and R units are left out of the default board and can be added with ＋ Add items.
Treasure versions are not listed separately. A Treasure is an upgrade to a Nikke you already own rather than a different unit, so listing both would double the board without changing a single placement.

NIKKE rankings depend on which content you have in mind, more than most games in the genre.
Campaign, raid and PvP are three different questions. A Nikke built to burst down a raid boss can be irrelevant in the arena, and vice versa. An "overall" board quietly averages three jobs that have little to do with each other.
Burst generation shapes teams. Because rotations run on burst stages, a unit that fills an awkward slot is often more valuable than one with a bigger damage number. That is invisible if you rank on damage alone.
Investment matters. Overload gear, skill levels and limit breaks move units around, and a well-invested older Nikke frequently outperforms a fresh new one.
Nikkes are built around Burst I, II and III stages, and a team needs one of each to run a full rotation. That structure means the useful comparison is within a burst stage, not across the whole roster.
A Burst I unit that generates well and a Burst III nuke are not competing for the same slot, so ranking them against each other rarely produces anything defensible.
