Every Cookie you can get in Cookie Run: Kingdom is on the board — all 182 of them, Common through Ancient, Beasts and Dragons included. Drag them into S through D and build the Cookie Run Kingdom tier list your own roster would defend.
Global only. Seven Cookies exist solely in the Chinese version — Ruby, Moonstone, Cobalt, Jadeite, Zhen Huan, Tengshe and Baili — and they are left off, because a board full of Cookies you cannot pull is not a tier list, it is a catalogue.
Collaboration Cookies are included, from the BTS Cookies through Sonic and Tails to the Wicked and KPop Demon Hunters sets. Several were limited-time, so if you never got them, drop them off your board.

CRK rankings shift more than most, and knowing why makes your own board much easier to defend.
Toppings change the answer. A well-topped Epic can beat a bare Legendary, so a list of untopped Cookies and a list of fully-built ones are different documents. Most disagreements start here.
Mode decides everything. Arena, Guild Battle, Story and the Tower of Sweet Chaos reward almost different rosters. A Cookie built to survive a long guild fight can be useless in a short arena match, and vice versa.
Rarity is not strength. Ancient and Legendary Cookies are rarer, not automatically better — plenty of Epics outperform them in specific modes. A board sorted by rarity is just the gacha table with extra steps.
182 Cookies is a lot to face at once. Sorting first makes the board come together far faster.
By position — Front, Middle, Rear — is the natural cut, because that is how teams are actually built. A Cookie only ever competes with others in its own row for a slot.
By type — Charge, Defense, Magic, Ambush, Ranged, Support, Bomber, Healing — is the more useful second pass, since it groups Cookies that answer the same problem.
By rarity is worth one pass, not to rank by it but to see it: lining Epics up against Legendaries usually shows the gacha table and the tier list disagreeing more than people expect.
