Because hero value is decided by team composition and Team-Up abilities, not by solo strength. A hero who is unremarkable alone can be excellent paired with the right partner, and a strong pick collapses into a comp that cannot protect them. Rank matters as well: heroes that dominate coordinated play often struggle in solo queue where nobody covers for them, and the reverse is just as common. Balance patches then reshuffle everything each season, so always check what season a list was written for.
