Bangboo are a genuinely odd thing to rank, because the best one is usually decided by who is standing next to it rather than by its own stat line. Bangboo are the robot companions that accompany your three-agent squad into the Hollows. Each one brings its own skill, joins chain attacks when the squad triggers them, and several carry bonuses that only activate when your agents come from a matching faction. They are a support slot rather than a fourth fighter — you are picking an effect, not another damage dealer.
Three things decide it, and rarity is not really one of them:
Because a Bangboo is only ever as good as the squad it is attached to. Rank one against another in the abstract and you end up comparing effects that were never meant to compete — a faction-specific support is either excellent or nearly pointless depending on your three agents, with very little middle ground. Game mode matters too: sustained damage in Shiyu Defense rewards different picks from burst-focused Deadly Assault runs. If you are comparing your board with someone else's, agree on which squads you are assuming first, or you will just be talking past each other.

The one that matches your squad rather than the one with the highest rarity. A Bangboo whose faction bonus lines up with two of your agents usually contributes more than a rarer one with no synergy at all.
Not on their own. Rarity sets the ceiling, but a Bangboo is only as useful as the squad around it — which is why Bangboo tier lists vary so much between players.

Because Bangboo are ranked inside a squad, not on their own. Faction match, attribute coverage and whether you are clearing Shiyu Defense or Deadly Assault all change which one is best, so two reasonable lists can look nothing alike.
