Because ZZZ squads are built in threes, and an agent's value depends heavily on who is standing next to them. Faction bonuses and attribute matching reward specific pairings, so an agent that looks mediocre alone can be excellent in the right trio. Mindscape levels, W-Engines and disc drive quality all shift results too, and someone ranking for Shiyu Defense is weighting different things from someone ranking Deadly Assault. Treat any single ordering as one opinion about one setup.

Attack agents deal the damage, Stun agents build daze to stagger enemies, Anomaly agents apply attribute effects, Support agents buff the squad, and Defense agents absorb pressure. Squads are built from three agents across these roles.
Because agents are ranked inside three-agent squads. Faction bonuses, attribute matching, W-Engines and Mindscape levels all change an agent's value, so the same agent can be strong in one trio and weak in another.
It is usually more useful. Comparing an Attack agent to a Support agent is comparing different jobs — ranking within each Specialty gives you a board you can actually act on when building a squad.
