Every released Resonator is in the tray. Characters that have been announced or datamined but are not yet playable are excluded, so the board matches who you can actually build.
The four Rover elements are collapsed into a single entry, the same way the Traveler and Trailblazer are handled on the other gacha boards — the kit changes with the element, but ranking four Rovers separately tends to say more about the element than the character.

WuWa rankings turn on a few things that a damage number alone will not tell you.
Sequences change the unit. A Resonator at S0 and the same one at S6 can occupy different rows entirely, and some kits only come together at a specific sequence. Decide which you are ranking before you start.
Echoes and weapons carry weight. A well-built four-star can outperform a badly-built five-star, and the signature weapon matters more for some kits than others. A board assuming full investment and one assuming a fresh pull are different documents.
Team context decides support value. Resonators built to buff or to hold a rotation together look ordinary alone and become essential in the right team. Boards built from solo damage routinely rank them too low.
The roster splits roughly into main damage dealers who hold the field, sub-damage and burst units built around quick swaps, and support and healing units whose value shows up in someone else's numbers.
WuWa leans harder on rotation than most games in the genre, so a Resonator that fits a swap cycle cleanly can outrank a technically stronger one that does not.
Rank inside each job first, then merge. It is quicker than comparing a healer against a main DPS directly, and the result is a board you can explain.
