Warframe rankings shift more than most games' do, and knowing why makes it easier to defend your own board.
Builds carry enormous weight. Mods, arcanes and shard investment can lift a mid-tier frame above one that is theoretically stronger but unbuilt. A list of unbuilt frames and a list of fully-invested frames are different documents answering different questions.
Helminth changes the question. Being able to subsume over a weak ability means a frame is rarely stuck with its worst slot. That lifts frames whose kit is three-quarters excellent and narrows gaps a pure ability-by-ability comparison would show.
Content type matters more than raw power. A frame built for Steel Path endurance answers a different question from one built for fast farming. Decide which you are ranking for before you start, or the board argues with itself.
Most disagreements come from ranking frames that do completely different jobs against each other. Broad groupings help.
Damage frames delete rooms themselves. Support and buff frames show their value in everyone else's numbers rather than their own, which is why solo-focused boards routinely underrate them. Crowd control frames stop things happening at all, and matter more the longer a run goes.
Survivability frames hold up once level scaling stops being polite. Utility and stealth frames handle loot, mobility and spy vaults — narrow jobs done so well nothing else gets considered. Rank inside each group first, then merge; the board comes together far faster.

Usually one of three things: it clears content faster than anything else, it makes the whole squad stronger, or it stays useful at every level instead of falling off. Frames that do one narrow job brilliantly sit high for that job and lower overall, which is why no single board satisfies everyone.
Enormously, and it is the main reason two honest tier lists disagree. A well-modded frame can outperform one that is stronger on paper but unbuilt. Helminth shifts it further, since a weak ability can simply be replaced.
Most people do not. A Prime has better stats but the same abilities, so it lands in the same tier as its base frame or a step above. If you want them separate, add them with the plus button.
