Only released characters are loaded. Announced Year 4 fighters who have not arrived yet are deliberately left off — ranking someone nobody has played produces a list that is wrong the moment they land. They will be added once they are actually playable.

SF6 tier lists move more than most fighting games' do, and usually for one of three reasons.
Balance patches genuinely reshuffle the board. Capcom adjusts characters between seasons, and a fighter can move a full tier on a single update. Any SF6 list is a snapshot of a patch, which is worth saying out loud when you share one.
Drive Rush changes who is good. Characters who convert well off Drive Rush pressure sit higher than their raw damage suggests, and Drive Gauge management often decides a matchup before either health bar looks interesting.
Level matters more than in most games. Execution-heavy characters underperform badly below a certain skill floor and spike above it. A Master-rank list and a Platinum list are different documents, and neither is wrong.
Most arguments come from ranking characters who do unrelated jobs against each other. Sorting them roughly first makes the board come together much faster.
Rushdown characters win by never letting go, and reward players who can keep the pressure honest. Zoners control space and make the other player come to them, which makes them swing hardest between skill levels.
Grapplers live on the threat of a command grab as much as the grab itself. All-rounders rarely top a list but almost never sit near the bottom — a shape that quietly wins a lot of tournaments. Rank inside each group first, then merge.
