Every fighter in Super Smash Bros. Ultimate is on the board — all 86 of them, Mario through Sora. Drag each into S through D and build the SSBU tier list you would actually defend, rather than repeating one you saw.
The roster has been closed since Sora arrived in October 2021, which makes Ultimate unusual: this is a complete list that will not go stale the way a live-service game's does. Any disagreement is about placement, never about who is missing.

You will see Ultimate's roster called 89 almost everywhere, and that is the official fighter count. This board loads 86, because a tier list asks a slightly different question than a roster does.
Pokémon Trainer is one entry. Squirtle, Ivysaur and Charizard are three of the official 89, but you cannot pick one alone — choosing the Trainer gets you all three. Ranking them separately would rank something nobody can actually select.
Pyra/Mythra is one entry for the same reason: they swap mid-match on the same slot. All seven Echo Fighters stay separate — Ken, Lucina, Chrom, Daisy, Dark Samus, Dark Pit and Richter play differently enough from their originals that most lists split them, and this one does too.
Prefer the strict 89? Split them yourself with ＋ Add items.
Smash rankings argue more than most, because several different questions all get called "the tier list".
Competitive results or your own games? A fighter that dominates tournament brackets can be miserable at the level you actually play, and the reverse is just as true. Decide which board you are making before the first drag.
Matchup spread beats raw power. Fighters with no losing matchups sit above ones with a higher ceiling and a bad week. That is why characters who look unremarkable keep placing highly.
Difficulty is not weakness. Some of the strongest fighters demand execution most players never reach. A list ranking potential and a list ranking reliability will disagree, and both can be right — as long as each is honest about which it is.
