Every character you can currently pull on Persona 5: The Phantom X Global is on the board — all 49, Phantom Thieves and Phantom Idols together. Drag them into S through D and build the P5X tier list that reflects your own roster rather than a whale's.
Global only, deliberately. P5X launched in China first and that server runs well ahead, so a lot of lists quietly mix in units nobody outside China can pull. Characters exclusive to the CN build are left off, and they go on the board when they reach Global.
Seasonal alternates like Frostgale Kotone and Tomoko Noge [Seaside] are separate entries, because they are separate units with their own kits rather than skins.

P5X rankings move more than most, and knowing why makes your own board much easier to defend.
Investment changes the answer. Awakening levels, Personas and gear can lift a mid unit above one that reads better on paper. A list of unbuilt characters and a list of fully-invested ones are different documents, and mixing them is where most arguments start.
Teams matter more than individuals. This is a turn-based game built on weaknesses and One More, so a character who enables the rest of the party is worth more than their own damage suggests. Supports and Navigators get underrated constantly for exactly this reason.
Content decides it. A unit built for single-target boss damage answers a different question from one that clears waves. Decide whether you are ranking for story, the endgame challenges, or general use before the first drag.
Most disagreements come from ranking characters who do completely unrelated jobs against each other. Sorting by role first makes the board come together far faster.
Assassins concentrate everything on one target and are the usual answer to a boss. Sweepers hit the whole screen and shine wherever enemies come in groups.
Medics and Guardians keep the run alive — the first by healing, the second by absorbing what would otherwise end it. Both look unnecessary until the content stops being polite.
Strategists and Saboteurs win through buffs and debuffs, which show up in everyone else's numbers rather than their own. Navigators and Virtuosos are narrower still. Rank inside each group first, then merge.
