The board is scoped the way most weapon lists are: weapons and bows, no torches, and no shields except thrusting shields, which swing like weapons rather than sitting in your off hand. Staffs and sacred seals are kept, since a caster's armament is still the thing they are ranking.

A weapon tier list in Elden Ring is really several lists wearing the same name, which is why two honest ones disagree so completely.
Ashes of War change almost everything. Outside a handful of unique armaments with locked skills, you choose the skill — so a weapon is often being ranked for its moveset and scaling rather than the art it shipped with. Say which you mean and half the arguments disappear.
PvE and PvP rank differently. Weapons that shred bosses can be readable and punishable against a person, and the best duelling tools are not always the fastest way through the Lands Between. Decide which board you are making before the first drag.
Build stage matters. Something exceptional at level 60 with the right stats can be unusable early, and a weapon you can pick up in the first hour carries a run further than its numbers suggest. Availability is part of how good a weapon is.
390 armaments is a lot to face at once. Ranking inside a class first, then merging the winners, is far faster than working down the whole tray.
Fast classes — daggers, straight swords, curved swords, katanas — trade reach for pressure and rely on getting a lot of hits in safely. Heavy classes — colossal swords and weapons, greataxes, great hammers — stagger and trade, and live or die on whether you can afford the recovery.
Reach classes like spears, great spears and halberds quietly win a lot of fights by never letting the other side start theirs. Ranged and casting — bows, crossbows, staffs and seals — answer a different question again, which is why plenty of players rank them on their own board entirely.

Pick one before you start, because the answers genuinely differ. A weapon that stagger-locks bosses can be easy to read in a duel, and the strongest PvP tools are rarely the fastest way through the game. Making two boards is more useful than one that compromises.
Enormously. Most weapons let you set the skill, so you are usually ranking the moveset, scaling and reach rather than the art it came with. Unique armaments with locked skills are the exception, and they are the ones where the skill really is the weapon.
