The tray loads 211 ships at Super Rare and above — including Ultra Rare, Priority and Decisive — that are actually available on the EN server. Ships that exist only on CN or JP are excluded, so the board matches what you can actually build.
Ranking all 606 EN ships in one column would produce something nobody could read. Rare and Elite ships are left out of the default tray rather than dismissed — several of them are famously cost-efficient — and can be added with ＋ Add items.

Azur Lane rankings depend on questions that are easy to leave unstated, and most disagreements trace back to one of them.
Hull type is not comparable. A destroyer and a battleship are doing unrelated jobs in different fleets. Ranking them against each other produces a board that reads oddly to everyone including its author.
Retrofits and gear change the answer. A retrofit can move a ship several rows, and equipment quality often matters more than the hull. A board assuming full gear and one assuming a fresh pull are different documents.
Content decides value. A ship built for clearing story stages efficiently is answering a different question from one built for high-difficulty content. Pick which before you start.
Ships split into a vanguard of destroyers, light cruisers and heavy cruisers, and a main fleet of battleships, battlecruisers and carriers, with submarines and support hulls alongside.
Those two fleets are scored on different things — vanguard ships on survivability and screen clearing, main fleet on burst and coverage — so a single ranked column flattens the distinction that actually matters when you build.
Rank inside each hull type first, then decide how the types compare for the content you run. It is quicker and the result is defensible.
